One Extra Slash: Hunting a Windows Path Bug Down to a Single Formatter

A CLI's JSON output emitted C://Users/... with a doubled separator after the drive letter. The human-readable output was clean. Here's how I scoped it, proved it wasn't mine, and wrote the regression test.
