Proving a proof-of-work solve happened, at a specific time, without trusting the server's logs

@powforge/solve-witness folds accepted PoW rate-limit solves into a 10-minute Merkle batch and anchors the root to Bitcoin via OpenTimestamps. One timestamp attests to an unbounded number of solves. This is the infrastructure layer, honestly scoped.
