Dhall in stackage without http-client-tls

In order to upgrade Stackage to crypton-1.1, I’ve suggested that the Dhall build flaguse-http-client-tls is disabled in Stackage Nightly. I am unsure of the implications of this, but I wanted to give advance notice since GHC 9.14.2 could be out soon, and this would cause this flag to get set in the Stackage LTS too.
