Vote to promote Nathan Goldbaum

I would like to nominate Nathan Goldbaum (@ngoldbaum here and on GitHub) to become a core developer. Nathan has done a truly monumental amount of work in the community to aid in the adoption of free-threaded Python, such as maintaining pytest-run-parallel and the Python Free-Threading Guide. On top of this, he has contributed to free-threading porting efforts directly for dozens of projects, such as NumPy and PyO3, both of which he is now a maintainer on.
