[Accepted] ST-0028: Revise Swift Testing’s Attachment/Encodable interop

Hello Swift community, The review of ST-0028: Revise Swift Testing’s Attachment/Encodable interop concluded on August Aug 27, 2026, and the Testing Workgroup decided that the proposal is accepted. Feedback was light with general support, noting that this proposal compliments the pitch to move TopLevel(Encoder|Decoder) to the standard library.
