‘Hard to believe’: Two Redwood City residents died in Palo Alto motorcycle crashes

Irma Elizabeth Oxlaj-Vargas, 38, died in a motorcycle crash Aug. 20, after authorities say another driver struck her while driving on Highway 101 through East Palo Alto.
