[Pitch] Scalable `embedInCode` resources using object files

Hi all, I’d like to pitch a more scalable representation for resources embedded in code by SwiftPM. I have a prototype implemented across SwiftPM and Swift Build, and I’d appreciate feedback on the API and the build-system approach.
