Valkey 9.1's memory saving stops at 97 bytes, not the 128 in the release notes
Valkey 9.1 promises up to 20% less memory for strings under 128 bytes. The saving is real at 17.8%, but the cutoff is 97 bytes with a 16-byte key, because the 128 budget also pays for the key and the TTL.
