Building a system image using Julia 1.13 fails on Windows

Building a system image on Windows 10 fails if I use Julia 1.13, it succeeds using Julia 1.12. On Julia 1.12 it needs about 34 GB RAM (RAM+pagefile) and 30 minutes. On Julia 1.13 it fails even with 54 GB RAM after 1h:25min with an out-of-memory error.
