Seeking new maintainer/s for `github-actions`

Bellroy’s github-actions library is looking for a new home, and I’d like to hand it to someone who will use it. It provides types and instances for serialising and deserialising GitHub Actions workflow YAML, so you can build and maintain your workflows in Haskell instead of hand-editing YAML and finding out it’s wrong when CI goes red.
