Docker Engine 29.7's overlay networking breaks every Swarm task without IPv6

Docker Engine 29.7.0 through 29.8.2 failed every Swarm overlay task on a host with no IPv6 stack (0/5 and 0/20 replicas running), while 29.6.2 converged cleanly; explicitly disabling IPv6 on the network didn't fix it.
