Our bulk email loop runs in the browser, 100 at a time, and there is no campaign log on purpose

A serverless function cannot loop over a mailing list without eventually timing out halfway through, so the loop lives in the admin panel and each request sends one keyset-paginated batch. The absence of a send log is the decision worth defending.
