One release script, two child processes, and only one of them is allowed a shell

pnpm on Windows is a .cmd shim that Node cannot spawn directly, and the AWS CLI needs an environment with three variables deleted rather than blanked. Two external programs in one script, two opposite spawn rules, and a Node deprecation that says our Windows branch is now the wrong one.
