TypeScript 7 Has No Stable Compiler API Yet. That's Why typescript-eslint Won't Install

TS 7.0's tsc is written in Go and ships no stable JS API, so typescript-eslint stops at <6.1.0. Why, and the two-compiler setup that works today.
