cwebp crops our 372 card screenshots because sips ignores --cropOffset, and sips pads them because cwebp cannot

A card screenshot pipeline made of two command line tools that each do the half the other cannot: lossless cropping in cwebp, centred padding in sips, a device pixel ratio the script refuses to guess, and a generated manifest so a card cannot point at a missing file.
