Velero Backs Up to the Cluster It's Backing Up: Breaking the Backup Circularity

Velero backs into Garage S3, which runs inside the same Kubernetes cluster. Cluster lost = backup bucket gone = nothing to restore from. How I broke the circularity with Cloudflare R2 offsite and a two-layer recovery model.
