Our tsconfig says target ES2017, and the JavaScript we ship to browsers contains ??=

The target line in a Next.js tsconfig does not decide what syntax reaches the browser. Here is the measurement on a live deployment, the two reasons the line is nearly inert, and the one thing it still quietly controls.
