Constitutional amendment for referendums

I’ve opened constitution: add referendums by philiptaron · Pull Request #299 · NixOS/org · GitHub, which adds a Referendums subsection to the SC decision process. A simple majority of the SC can put a non-binding (advisory) vote to the community; a supermajority can put a binding one. Eligibility follows the existing vote eligibility rules, and the Election Committee administers the vote.
