Calibrating Intel Quick Sync HEVC: A Cliff at 28, and a Preset That Does Nothing

I measured QSV HEVC on real 1080p files: ICQ 18–22 inflate thin sources, the quality cliff sits between 28 and 30, and fast equals medium byte for byte.
