Hi. I am having a hard time with an upgrade

I am getting a file permission problem on just one file - it’s in my directory. I am on a mac. Julia was working fine. But now it simply doesn’t exist because of the upgrade. The upgrade demands permission to write into this one local file. I have been trying to get this to work for 4 hours now. It won’t let me set permissions on the file to o+w. So that won’t work.
