`NDEBUG` vs SPM dependencies

DEBUG is being passed to SPM dependencies when the app configuration is named "debug", "development" or contains those names as substrings - good to know. RELEASE is not being passed, although typically RELEASE is the opposite of DEBUG, so perhaps not a big deal, just something to be aware of.
