We honour reduced motion in JavaScript and ignore it in CSS, and the three elements that prove it are all on the homepage

Six places in the source read the reduced-motion preference and all six are JavaScript. The delivered stylesheet has no rule for it at all, which is fine on 78 of our 79 pages and wrong on the one that has three infinite CSS animations on it.
